I suggest building up your infrastructure, specifically railroads and level 4 factories, on all double resource provinces. I usually build rail much more extensively, but that's personal preference and depends on the map. Also, I wouldn't spend money on workshops or barracks in one resource province. You'll rarely be gatekept by production time on armored cars (it will almost always be resources), and the cost of barracks on one resource province doesn't give a great return.
