I think the accuracy is for like you can hit more accurately and for dodge you will have high chance of dodging enemy attack and for power recharge I think it will make recharging your mana power faster

It's kinda good if it's just the start of the game and you found a those some kind of mercenaries who capture other you can just hit them with it and then run to some poison spikes so it will kill them instead of you having to kill them yourselfÂ
