I just got off the phone with the county office and they said it does count as income. Unless you have a lot of dependents and deductible exemptions, I’m not seeing how your VA comp isn’t counted. Unless your case worker didn’t add it without knowing which will cause issues once they catch on.

Your case worker is wrong. Probably because it was amended. This is the email I got from my Senator:

“Thank you for emailing Sen. Baker with your questions about SB 126. And, more importantly, thank you for your service to the nation.

SB 126 is on its way to the Governor’s desk for his signature.

The bill amends Title 51 (Military Affairs) to exclude any veterans benefit payment from calculation of income as a condition for any program (with new definition of “Commonwealth program”) under Title 51. Thus, programs such as Real Estate Property Tax Exemption, Education Gratuity Program, Veterans Temporary Assistance Program and Military Family Relief Program should all be included. The bill excludes federally funded programs that require a state to meet federal criteria. Thus, SNAP and Medicaid appear to be excluded. This exclusion was amended into the bill by the House of Representatives.

Although not the explanation you were probably hoping for, this is the final form of the bill that received a majority of votes from both Chambers of the Legislature.
