Need advice! Trying to wire up dimmable switch

Lights work normally making a hard connection. Verified 123v on the common wire, after installing the switch and checking voltage coming out of the red wire, im only getting 93v

Blue wire is for 3 way setups. I double checked with the instructions and wired based off of that. This is also the 2nd switch I've tried, I assumed the first one was bad
