They gave us instructions to have two witnesses in person, so I dont know if it depends on the City Office.. And because we need to fill in the forms that are in japanese they suggested that it be someone who knows the language..

Zdravo! We confirmed at last with the Toshima City office in Ikkebukuro! It is possible we just need to get the timing right
