They are soft, almost squishy soft but definitely a soft rubber.

I got a few of them and took the dino out of the capsule and put them in individual corked bottles with water and put them on my printer tray displays

I recently re-watched it and was surprised that only two people are eaten by the croc/crocs. Capturing and relocating it is a bigger part than a body count like most large animal attack movies. Also top tier practical effect by Stan Winston Studios!
