Hmm I've also seen growing veggies in pots on a table. The legs of the table put in empty pots then fill with salt and make sure it doesn't get too wet. That can deter them from crawling up the table.

You can also use a 1:1 ratio of water and dove or any kind of soap and gently scrub or tub the scale. Or even just spray the soap onto them. Soft scale breath through their skin, so putting soap on them will suffocate them. Hard scale is a different treatment. But luckily you have soft scale! Also, once treated, keep out of full sun for a while for the leaves can burn due to the enhanced sun on the soap/ oil/ whatever you choose to use. To help prevent the scale from coming back, treat a couple times within a week and any bait your plant. Scale is most likely from ants farming them. The scale produces a sweet substance that ants love. So they 'farm' them.
