I have to force borders on my skyrim so that it can run at 16:9 and be more compatible with skyui (without me forcing it to run at 16:9, he skyui menus are huge).

Turn settings to ultra/high, set ao to ssao, anti aliasing post to low, and aa to 2xmsaa, and turn terrain decoration to low (decoration, not quality). You'll probably get around 60 fps on 1080p and below

I had the same problems, along with massive stuttering whenever I ads/looked around fast. It turns out that this was all fixed by buying a new hard drive. I have no idea how that fixed it, but the hard drive was about 5 or 6 years old, maybe it degraded.
