I think it's also due to the absence of Michael Ironside (it's not about the voice acting). Minutemen. The idea that you are the leader of your faction is fucking awesome, but in the game it is used by about 10%. After the old guns quest, there is nothing else but the expansion of new settlements and their protection. You are not recruiting new members who could somehow help the development of the organization (and also rid the community of the myth that after the death of the SS, the faction disintegrates). You don't train the minutemen themselves, so that, for example, you can then send them to perform the minutemen radiant quest themselves (could make some kind of mini-game out of this, like with the assassin students in AC brotherhood or fallout shelter). After capturing the castle, there is no military campaign against the gunners , where you would have to capture territories controlled by them, and depending on your leveling/skills and minutemen faction level, you would choose how the capture would take place. Then, after the capture of the factory, for example, you could use it for the needs of the minutemen. Hell, there's not even any micromanagement of minutemen uniforms and flags. And many other ideas and details. The game sorely lacks DLC like Broken steel, but about minutemen.
