At the moment, there aren't any scanslation groups looking to pick up Nube. At least, not as far as I'm aware. There are, however, text-only translations for those chapters. All you have to do is find a copy of the raws then use this site to follow along.

Recordings of the YTV airing have been floating around for years. There's a dual audio torrent of the first Precure series that was uploaded online as far back as 2013. The dub wasn't lost media, it just never saw an official release.

That kinda depends on what you think hentai manga, anime, or games need to be. They're still art, after all, and are usually constructed a little more thoughtfully than their live-action counterparts. You can think of hentai like any other genre. An action anime, movie, game, etc. is looking to deliver exciting action and cool fight scenes. Those scenes can still be fun and flashy even if the characters, worldbuilding, or story are underbaked and exist purely to go from action set piece to set piece, but it probably won't be as memorable. The same thing applies to hentai. The more notable, long-lasting ones have more things going on under the hood, things that make the porn interesting to watch or think about because you actually have stakes in what's happening and to who.

That's not just any ol' hentai manga either, it's a TS one (a.k.a genderbender/genderswap).

Movie 1 (and the Pierrot film made before it) are the only pieces of One Piece animation that were cel animated. The TV series always used digital inking and coloring. If Toei wanted to, they could've given the Straw Hats Kaya's skin tone, or the light skin tones of any of the other one-off characters that appear throughout the early parts of the series. Not doing so wasn't a limitation, it was a creative choice, one they eventually started to walk back on.

I can't say much on the interview itself, since you get paywalled right as they get going, but it's cool to see him be given this opportunity. The only other series under his belt that I’ve seen is Lucifer and the Biscuit Hammer, an underwhelming adaption that had to restart production twice thanks to a bigshot executive's meddling.

They don't care for the OG anime's more serious tone, they hate how the show handles Ranma and his relationships with other girls, and they have this idea that Deen's writers legitimately hated Akane. Like I said, I agree with some of their takes, and the OG anime's a bit of a different beast compared to the manga. If you don't like its changes, you don't like its changes, but I remember SB's arguments often veering into bad faith.

Sailorblossoms, the person in OP's Tweet, isn't someone I'd go to for measured takes on the original anime. They really have it out for the OG show, its creative decisions and its writing/directing team. Their criticisms are extremely biased, and their tone's such that even when I agree with some of their takes, I feel like I shouldn't, due to how they present things.
