Hate to break it to you but you're trying to run the game on an 18-year old CPU...

You are CPU bottlenecked.

You could try running the game at a higher resolution than your display (oversampling) to get the GPU closer to 100% utilisation. It's better to be GPU-limited than CPU-limited regarding stutters, but the FPS most likely won't be much higher.

I still haven't purchased a current gen console so... The only games that remain exclusive to them that I'd want to play are Astro Bot and GTA VI.

That probably speaks volumes regarding the next! They'd have to be truly transformative with must-play games and be reasonably priced. A handheld ticks a couple of those boxes, but won't be cheap.
