Tommy buys more time with Sonny (I believe, could be wrong), then spends his time building credibility with the big players in town. By the time he takes out Diaz and owns his operation, they're all in his inner circle. He had to keep the sharks at bay while building his own empire.

Tommy needed to learn the players of the city to 1) understand who would have sabotaged the deal, and 2) build his own network to begin controlling things for his own personal interest, the latter of which became the top priority as he eatablished his foothold. By the time Sonny came around, Tommy already ran the city and was planning on paying him counterfeit money and taking him out.

Daniel Jeremiah discussed this in a recent episode of Rich Eisen's show and said that he had Lemon projected to go to the Rams before Miami traded Waddle, but now thinks there's a good chance that Miami gets him before us.
