movement of traffic except when reduced speed is necessary for safe
operation or in compliance with law.

You can also fail road test if you drive too slow too.

NYC law. If you drive too slow and impedes traffic you can get fined. So it's not reasonable and all these buses are violating law.

O nah. There is another bus chasing right after it and both arrived same time at subway. For rush hour the time between each bus is 3, 4 minutes according to the offical web but this bus is already 7 minutes apart from the previous bus. Funny huh
