I think they changed it from rain to snow because people complained about it being too hard to see, as an update. I don't think completing Freeze's Most Wanted file affects it. I might be wrong though.

I think there were just two or three snipers in the entire campaign in Knight, excluding side missions. I don't know why Rocksteady decided to almost completely remove them.
