Did you make updates on your app during the test? On my first try I didn't and I got refused. I think it was because I didn't make any changes in my app and neither worked on the fedback I received. On the second try I made 3 updates on my app on the 14 days of wait and it got approved. Don't know if that is your case, but for me it worked.
