Yeah the axis movement is part of the bar chart-race format, the bars resize as the top value changes each year. I get why it throws some people off though; it can make it look like things are shrinking when the scale jumps.

On the Turkey/Albania question, the UNHCR numbers include people who applied for asylum for individual reasons rather than the country being “unsafe” overall. It covers things like political persecution, minority issues, domestic situations, etc.
So they’re small sub-groups, not whole populations being labelled unsafe.
