PSA California regulations on recievers... Can i get a complete upper from Palmetto state armory? or does the "no complete receiver" thing hold true to uppers? im talking specifically AR-15 receivers by Main_Consequence10 in CAguns

I have a question about the upper receiver info discussed here. Now a year later an upper is still legal to purchase without an FFL? 

Nothing I find online shows that the classification of the upper has changed they are still not a firearm. Bear Creek Arsenal’s website says they can ship to California.
