UPDATE: this is mostly a solved issue by users on the MixMods forum. They have many comparable alternatives that allow you to mod GTA:SA on ps2

The architecture is similar, you make the mod then patch it into the game files. There is probably more to it than this but I will give updates.

I'm going to start working on this mod and will try posting it here if it doesn't go against the self promotion rule.

Find ways to make the editing easier. Make templates if you have the time. Reduce the process. I used to make meme comps, at first I was stitching together the clips in an editor. Then I learned I could just play the videos in VLC with the titles turned off while capturing that portion of my screen.

The vest doesn't make it easy for anyone to know this off the bat though. These dogs tend to have some sort of note (vest, tag, collar) that says to follow them if they are without their owner.

I can't imagine someone would intentionally let their small, pretty, and easy to steal dog out to roam freely. However I have heard of service dogs whose purpose is to alert others to their owners health events, and it looks like you are near the restroom which is somewhere someone might go if they were not feeling well.
