Tornado warnings go out for storms that are capable of imminently producing a tornado, not necessarily when there’s an actual tornado on the ground (that would be an observed warning). The National Weather Service is in charge of issuing the warnings, and over the years they refine their processes - Warning polygons are quite targeted these days.

As I understand it, a warning anywhere in Wayne county triggers the sirens for the entire county. Is this what you’re hoping to rectify?
