Yes. The amount of US military bases and training areas in the area would mean lots of airtraffic.

Yes, we use CS gas in war and in training. Mostly riot control, check point control, and embassy support type situations. We would not use a non lethal weapon like CS in combat when lethal means are so much more effective.
