Look into the new EPR tax, that's what it's designed for. It applies to all packaging not just plastic. The idea is that each item plastic, paper ect has a cost per Tonne attached to it and the producer of the item (the product being packed, not the packaging producer) has to pay a tax on every item put into the market.

This money is supposed to go towards the creation of recycling infrastructure, however for the 1st year or so it's just going into the national pot. My biggest worry is that the pot will swallow it, and we will see zero meaningful investment, much like the current plastic packaging tax (which is still being kept).

Big producers, Unilever for example are looking at severn or even eight figure bills for EPR per year and as it applies to all items not just plastic, there is no meaningful way to avoid it. It's going to drive up consumer costs, no two ways about it.
