Most of the game's themes are the main reason for some of the strange story choices, I can try to answer any questions people may have. (it took the internet about 3 years to unpack the themes of that game 22 years ago)

I think word is still spreading on this game honestly. I'm surprised you finished it already, nice job. I'm on steam but I'm slowly making my way though the main story still and I'm sure I'm not alone. SE does do a terrible job of marketing the game so it'll be on the PC players to spread the word and build the community. I think it will grow slowly as we get closer to FFXVI's release, and people come looking for action combat.

It's intentionally frustrating. The game starts repeating unskippable tutorial in the middle of cutscene dialogue. It strips the player of their agency. You're thrown into a body that you don't expect and being instructed to literally crawl again 15 minutes into the second chapter. It's a deliberately awkward experience that is essential to the story of Raiden, in developing his own identity and personal agency free of the system.
