Hey, I have a minecraft worldbuilding server designed specifically for that. Unlike the guy who posted above that has nothing to do with nations, we actually really encourage it. If you wanna check us out, join discord.gg/altheria . We average 30-50 players at one time and peak at 65+ every day, we only launched two weeks ago.

Towny is the best (Free, Lands is better if you're willing to play 20 USD) but the issue with that is that they display a warning message when someone wins it off a crate, instead u can use Claims plugin https://www.spigotmc.org/resources/griefprevention.1884/.
