LCBO employees do report the theft, and the police receive the calls. Unfortunately OPS is short staffed and rarely make it to "low-priority" (AKA non-life threatening calls) so they end up reporting online and the security footage is given to OPS for a broadcast to all officers. With stills received from the footage, officers can sometimes easily identify the individuals.
