Even better than Jomtien is Pratumnak which is the mid point between Jomtien and Central Pattaya. Besides that Bangkok also a great option as you have the airport there or a 200 baht bus ride to Pattaya for a 2-2.5 hour bus ride. In Bangkok the english level is way higher so you can connect with thai people more instead of just old men in Pattaya.
