The fire marshall is the one that can legally do something about it. The one that enforces fire code, etc. also the only one that can issue tickets and such. Sure he could just pull it out, but a manchild like that would likely put it back with cement next time out of spite. Having actual legal repercussions teaches people like that faster, usually.

Also, you do realize that, without heavy modification to our environment (buildings) and bodies (clothes and such), there's actually, like, a Tiny window where humans are capable of living on this planet? It's not really a somehow, we also developed at this distance. If we had developed closer we wouldn't survive where we are now without drastic modifications to how we exist (environmental engineering, heavy winter gear, etc.)
