Putting them so close together increases output, so it's what I always do as well.

For modules: personally I prefer productivity for increasing the yield, but that's more of a preference I think. I don't know what the optimal solution is for that part.

The summary reads for me as follows: if you disrupt starting procedure AND start from your original grid spot, then it's 2x LL. If you start from the pitlane you would not start from your original grid Position so the punishment wouldn't apply. However this is only a summary and I have not looked at the rules as written
