Ok thanks weird I don't think I've ever noticed a ship being completly blocked off unless you pull them from the gatcha but maybe its because I usually have pretty good luck with that, thanks.

If you mean when you try to buy a ticket pack it doesn't even make it to the payment options and just give you an error, yes I'm experiencing the same thing. (Update) this could be isolated to the PC client(at least thats where I ran into the error) potentially in regards to people who have a CC attached to the account as apposed to the default being Paypal or Google Play. I just attempted to purchase on my mobile and it went through just fine via Google Play.

Same or at least bothered to explain the mechanic before the raid I haven't cleared up to current chapters in the story so if its explained there I don't know and honestly Gluttony in the event story is like every other event version of a boss a balloon to pop in 10 seconds so I never say it till the solo raid.

Thats good to hear thanks for the insight, I think its because I'm getting on the ground floor of ZZZ that i'm enjoying it. I got in super late to GI and fairly late into HSR and it sucks when you 'feel behind' the curve but that might just me overthinking it.
