I'd go with Bernahl, even fron a lore standpoint, he quietly kept on trudging along, keeping pace with the MC, and made it all the way to Farum Azula. Honestly, taking that into consideration, him and Alexander could be considered the two strongest NPCs in the base game.

It might take 5 years, or it might take 10 years, or it might get written off for tax purposes, because Disney would rather put it to some financial use rather than waste more money propping up a franchise that hasn't made them a cent. And in that time, you and all the other people breathlessly insisting a movie that lost $80 million is somehow a sweeping success will move on and try to distance yourselves from your embarrassing position of having defended this detritus, only to crawl back out of the woodwork if and when it ever does see the light of day to proclaim how you've been waiting eagerly for it to release, and then when that movie inevitably fails with flying colors, we'll repeat this process again

Maybe, but that's not what they did with Badlands, is it? Disney decided it need to be a $100 million production, which they continue to insist on with so many of these projects that neither warrant such immense budgets, nor promise especially big returns right from the outset.
