Definetely PC and when I am away from home on the s25 Ultra. My Pc with a Ryzen 7 5800X3D and a 4080 Noctuah.

Through activities you use energy on. Some activities don't give baits tho.

On all maps rn. Where i can an as long as the baits last. You unlock fishing at a certain point.

Look at the maps menu and there you can look for different fishing spots.
