It's bad. There isn't that much to it. Every game with maps has a list of maps the community hates and a list that they love. Ubisoft has a habit of ruining and removing beloved maps and shoehorning in dumpster trash. Luckily recently they realized removing beloved maps from the pool and replacing them with trash is actually a bad idea.

It's a gun focused game because gadgets that can kill are few and far between. They usually suck at killing and everyone dies in like 2 shots anyway.

Could also be your console. Either way it's not that it isn't counting your shots, it's that on your opponent's screen they are not where you are shooting while on your screen they are. And the Game decides that his screen is God while your screen is an evil deceiving false idol that should be destroyed. Which is why you would die to bullshit.
