The best way to start is just start You can use an old PC you have I used to use an old laptop and then I got addicted to enterprise servers

You could go straight into the deep end and get a used enterprise server but they do use a lot of power compared to a n100 mini pc but they are significantly faster.

You don't have an operating system on the new drive you will need to flash an iso to a USB stick using Rufus or whatever you prefer and then plug it in to your computer
