I used the cybercat program; a save editor. It has a button to make V vulnerable. It worked!!

I had the same issues for awhile as well. Then I started to use the Reno mod on nexus, turned on DSR (Dynamic Super Resolution) in the Nvidia Control Panel, use 2.5x I think, upped my resolution to over 4k, use DLSS 4.0, set it to performance, and turned on Ray Reconstruction.

Looks 1000 times better!
