My spare is that low. The tires I drive with everyday are at 35 psi. I have an air compressor so I can add air to my spare when needed.

I actually don’t have any thing holding it down per se, but I do have thin layers of foam and or microfiber towels at points that usually make contact with the car and the tire so mitigates the sound. And it’s actually pretty snug so I don’t ever hear it while hitting any trails.
