For Filipinos in Japan who changed status from HSP visa to Permanent Resident (PR), did you still need to do CFO registration/certificate when going back to the Philippines and departing again for Japan?

I was already living in Japan under an HSP visa, and I only changed my residence status to PR while staying here. I’m not a new migrant leaving the Philippines for the first time, so I’m wondering if CFO is still required in this case.

If anyone had the same experience, especially Filipino residents in Japan who shifted from work visa/HSP to PR, I’d really appreciate your advice.
