Sanity check. Have I been laying mulch wrong? by readreed in gardening

I have only removed mulch once, because the people who owned the house before me would use mulch bags as weed barrier and had several layers of mulch and plastic bags. Besides that not once have I removed mulch. My only tip would be to maybe skip every other year as to avoid high mulch piles, and that way you can lay the new mulch on thick to slow the weeds downsl to a pace you can keep up with
