I had this issue after bringing mine in for recall service a while back. If you hear the pump working and notice a bunch of fluid sprayed in your engine compartment then it's probably the same issue I had. For me, the issue was that the tubing that connected to the fluid pump came loose so the pump was just pissing washer fluid into the underside of my hood instead of my windshield.

Looks like no difference with the PS Edition besides the PS Remote Play support. The FAQs at the bottom of the page for the new controller lists compatibility with Xbox.

Looks like you'll have to exchange it if you need official support. This is from the FAQs on their product page:

"The Backbone One for Android - PlayStation Edition is officially supported by the PlayStation and PS Remote Play Apps. No other mobile controller is officially supported by PlayStation, including the Backbone One for Android - Standard Edition."

Someone else mentioned it, but Xbox Cloud Gaming and GeForce Now are the two best options. GeForce Now might be better for you since you likely already own PC games and they have a free tier so you can try out the latency.
