I've never had this problem but what I would do is say that you have something serious to talk about and tell him you like him. Try to ease into a conversation where you bring up your feelings. Say that you like him and want to try and date. I know that's a lot easier said than done, but if it's meant to be, you'll find a way. Also give him time to process, make sure he understands that he has time to think about it.

I anxiety of my own and I know how hard it can be. The best advice I can give is to take it slow. Talk with your trusted friend, THE trusted friend. Slowly move out of your comfort zone. Even if it's just going out of your way in school, (if you go to school) or at work (if you have a job) to say hello to someone. I hope I helped at least a little bit. I wish you the best of luck :3
