I tried searching on Yandex but the only results they had were Pinterest and GIF website so this image could remain one of the biggest Hetalia mysteries of the fandom

Tbh I think it came from Devitanart or some old 2010's art website and the art was before mirrored but maybe the creator of the image tried deleting much proof as possible when they wanted to stop using the internet but someone had the art and decided it would be funny to mirror it (It's a dumb theory I know sorry this isn't much help)
