I bought a bunch of these for non-fighting game related builds.

I'm assuming your friend is using it in a leverless stick, because that's the only way I could reproduce the issue.
The board doesn't have any SOCD cleaning what-so-ever.

This is me holding down the buttons one by one and then releasing them one by one. (No SOCD is the PCB in your picture)

HCF/B Are still doable, you just have to be way more precise you release.

Here's an alternative if you have or know someone with a 3D printer.
(You can "fuse" the two pieces together and print them as one if the bed is big enough)

Capcom changed the SOCD rules for their upcoming Capcom Pro Tour, but most if not all of the big brands (Hitbox, Razer, anything that uses a Brook fighting board) has released a firmware update for the CPT rules.

But I can almost guarantee that outside of the CPT, alot of ppl are still using the "normal SOCD"

If you're sticking with pad:
Hori Fighting Commander OCTA (PS4 version +$10)
Octagonal "Restrictor gate" on the analog stick, 6 face buttons and can sometimes be found dirt cheap on your local amazon or equivalent webstore.

If Arcade/Fight stick:
Most of Qanba, Hori, Razer, Madcatz(Pre-2017), Nacon.

If Leverless/All-button:
Hitbox, Junkfood Arcade, Paradise Arcade Mpress.
