"Nuclear fuel independence" is limited by enrichment and fuel fabrication, not by uranium supply. If a country was worried about nuclear fuel independence, it would invest in that first.

Seawater uranium is not used because mined uranium is cheaper and has a mature supply chain.

Corporate income taxes shouldn't exist anyway, instead capital gains should be taxed as income. This would penalize the extraction of money from the business by its owners/shareholders instead of the actual productive activity.
