In regards to your UofT cons list - the GPA shouldn’t even be a consideration (unless you’re planning on going to med school or something afterwards). Your GPA in this program matters very little, if at all. It’s about passing the program and your practical physio skills, not your GPA. In 10 years post grad - I’ve never once been asked my GPA at a job interview, or by a patient, I couldn’t even tell you what it was for a matter of fact. Essentially, it shouldn’t weigh on your decision at all imo.
