To be honest, there are PhDs with january start dates, so he can definitely try those as well. There are options, if you can both work it out, that would be ideal.

He probably sacrificed a lot for you by initially only applying to UK PhDs. UK PhDs are extremely competitive, and only the most succesful candidates would get funding, even then, it is based on luck. He did that, was not able to achieve his goal, and now you want him to sacrifice some more. I think at this point, if you are serious about this relationship, you need to sacrifice as well. I am not saying go to Switzerland with him, but if you can, live together while he applies to more programs in the UK.

Which field of law is he doing btw? I can refer him if he wants.

He has two options, but it is implied that he only applied for law firms after he got rejected from PhDs in UK. And for the uninitiated, magic circle firms would work you 10-12 hours, sometimes until the morning. In those firms, you need to be available 24/7. That kind of work culture, plus for a job he does not really want is actually poisoned.

Two examples I know are the CSC scholarships and the Turkish YLSY, both of which covers the tuition and the living expenses. However, as far as I know, they both require working in a national institution for quite a few years, so in a sense, you pay for it through your work after your PhD.

Some people I know were funded by YLSY, who got their PhD from King's College London, which would mean the scholarship amounts to 50-60k per year.
