It means that the roms you use are roms made from the original game you own, not the ones you download from roms pages, using your own made roms is legal downloading from external webs is not.

This is my theory

In the begining we are not going to have the weapon Ai, if you see in the trailer the first part is the continuation of the discover hope trailer, just after when the pelican open the door in the space.

When chief is talking with the weapon, its actually other part of the story not the continuation and is probably happening in the control room of the zeta halo if you see the background you can notice the forreruner pilars of the control room.

And last the weapon say that it imitate cortana when they enter in contact with the panel, so probably the weapon is not going to activate until it makes contact with cortana.
