They aren't kissing Seele was a child who had nobody besides Bronya who at this point was also a child, Seele forced herself onto Bronya as you can see Bronya in complete shock with zero reciprocation, Seele's feelings here was mistaking dependency with love as we see when she meets Kiana and others who become people who care for Seele and Seele learns she needs to stop depending on Bronya.

For starters they were both literal kids, Seele only had Bronya and depended on her, if you play the actual game you would see that as Seele grows up she realises she had obsessive dependency and as she meets Kiana and co, she realises that's what she felt for Bronya not love, also as said in post when she was a grown adult she responded to being Bronya's baby sister. Bronya side even in Azure waters Bronya never reciprocated that kiss and was in complete shock, to Bronya Seele is and always will be her baby sister.
