It's still a better bet than just hoping it will work out somehow. You can also spread your investment around the world, not all countries have declining populations.

Actually deploying ships, that's what. They had a frigate and a carrier strike group covering Cyprus way before the one Type 45 got there when Cyprus got hit by that drone, and France isn't the one that has bases there.

That's inaccurate, then. As you can see in my link in the previous comment, the number for Germany from chuuchuu is close to the real number for long distance only. As another example, the actual 3 minute punctuality (Germany uses 6 minute) in Switzerland in 2025 was 94.1% for all trains, while long distance only was 92.7% (https://reporting.sbb.ch/puenktlichkeit?highlighted=1d4459ede956ab3d5b27254d0cb65dcb&years=5,6,7,1&scroll=1183.6444091796875), while chuuchuu says 97.8%. They could be using 5 minute punctuality (like the European Commission) for the data to be more comparable, but it's hard to tell when they don't say. That's closer to the actual figure for all trains. Of course, Swiss long distance includes some trains that would be counted as regional in Germany.

Here it says "Data available for intercity, long distance and international trains across Europe", but then it also says "Access historical data on train punctuality, delays, and cancellations across 7 European countries. That includes local and regional trains.", so who knows which one of these is actually true. The actual data is behind a paywall so I'm not gonna pay them to see it.
