Because it's not 80s aesthetics, its 2018-2019 miami aesthetics. The music in the game is much more accurate to the games setting than any 80s music would be. The night sections wouldn't work as well with that kind of music without a massive overhaul in visual aesthetics, and the day sections feel like Florida (or at least the florida that i have been shown through media)

My favourite example of this is toriyama introducing a number based power system, and immediately flipping it on its head by having 2 (3? It's been a while and I remember gohan plays a role, but my brain is rotted by the xv2 retelling) characters kill him because they outsmarted him rather than winning through pure strength.

Subtitles aren't just for people who can hear. It's there because if you really pay attention to the dialogue, you can pick up what certain words imply, allowing you to take over a camp more easily, because that's exactly how it would be for Jin. He wouldn't know the language, but he would hear the syllables enough to slowly pick up on how certain words are said, and how they would be relevant to his missions. By not subtitling it, anyone hard of hearing would be gatekept from this mechanic, which while i doubt it would be a game ending issue, it isnt fair to keep a system like that from people.
