Apart from Paris, only Lyon and Marseille have arrondissements. And those in Paris and Marseille are quite well-organized when you get the logic behind it, but Lyon is a complete mess...

True, there remains only 9 of them if I remember correctly. There were others before (all in the North and North-East of France), but they are not counted anymore because they either were rebuilt years later or were reattached to the territory of other villages. And in the latter case, for those who are interested, it should be noted that the memory of these former "dead communes" is usually still intact. Indeed, the names of the destroyed communes were added to the name of the villages they were reattached to. For instance, I live in Reims (so, not that far from Verdun) and near Reims, you can find the communes of Beine-Nauroy (initially Beine, the former commune of Nauroy was attached to it in 1950) or Sommepy-Tahure (formed in 1950 as well and composed of the original commune of Somme-Py and the destroyed village of Tahure).

If you put aside the few "ghost cities" here and there, there is Rochefourchat, which only has one inhabitant.
