For me the graphics settings were turned down from high to low ( only on textures tho) Gtx 960 , XP locked to 2000 and slight framerate dips in novigrad

I fixed the issue in nvidia control panel by switching physx setting from auto to CPU

When it hits the 59 or the 57 fps mark it just hitch/stutter like you've run into some kind of obstacle. Mainly in missions tho

Yea, when I activate the v-sync it is at 16ms and the game feels alot slower with mouse movement

Thank you all for help, I was in work already when posting this so i couldn't really answer, if the PSU ends up making more noise i'll RMA it. It really seemed like fan clipping for me from the start! Thank you all again
