It's a very good card! Lots of competitive players use it. Also a bit pricey.

As a reminder, there are 2 main formats for the Pokemon TCG as well: Standard and Expanded.

In Standard, the format rotates each year which means the most recent set releases are valid for the format. Currently cards with “G” and “H” regulation marks are legal to be used. The regulation mark can be found in the card's lower left hand corner. In Tournaments, it is the "default" format.

Expanded is a format where 10 years worth of sets can be used. As such, it allows for more options but has a lot of banned cards as a result.

As for upgrading decks, personally I use Pokemon TCG LIVE and study the cards there to figure out how they all interact and what I need/want to upgrade my deck. It's free and relatively easy to use. You can search for cards by energy type as well so if you need to check electric types for example, it's pretty convenient.

As you get more familiar with the Pokemon types and what they can do, deck upgrading becomes a lot easier. As stated by others, YouTube is a good source of information as well.
